Few things to try.
First, remove all batteries leaving only AC power cord plugged in then try to turn on. If turns on then one or both batteries have had a good life.
On other hand, if no difference, you may need the boot disk.
With the boot disk, you will have more options such as performing a "repair installation" where corrupted sys config files are deleted and replaced or very possibly if the laptop were ever dropped, this could render the MBR useless on a damaged sector. In that case, you could still "relocate" the Master Boot Record onto the next available location or sector by typing in a few DOS commands. "fixmbr" would accomplish this but first I would get ahold of the boot disk and try that route.
