Open I-Pad that is locked and I forgot Password or wrong password was intered

In this case, you have to reset the password. One of the methods to do that is using iTunes. Just follow below steps to reach this aim.

If you haven't synced your iPhone with iTunes before or if you haven't enabled your Find My iPhone on, you can take advantage of the third method. Resetting iPhone Password in Recovery Mode is not complicated. The steps below will show you how to do that.
Step 1. Disconnect all cables from your iPhone and turn it off.
Step 2. Press and hold the Home button and connect your device to iTunes. If your iPhone does not turn on, please turn it on manually.
Step 3. Continue holding the Home button until you see the Connect to iTunes screen. iTunes will remind you that it has detected your iPhone in recovery mode.

Step 4. Click OK. The Summary tab in iTunes appears. Click "Restore iPhone" and restore your iPhone.

Recovery Mode will erase all your data and passcode from your iPhone, resetting it to factory defaults. Thus, you'll have brand new iPhone without any personal data after you reset iPhone password with Recovery Mode. Therefore, please consider carefully whether you need to use this method to reset password on iPhone.
If you remember your current iPhone password and you just want to change into a new password, you can finish it with ease. Go to Setting > General > Touch ID > Passcode (iOS 9/8/7) or Passcode Lock (iOS 6), then enter the current password and tap Change Passcode. Then enter the new passcode. Now, you have reset your iPhone password.

Well my iphone keeps blinking i tried connecting it to itunes but it wont reconize my iphone niether will the iphone show any cable on the screen it just keeps blinking

To do an emergency restart of the iphone, press and hold down both the home button and the sleep/wake button at the same time.

If your iphone still hangs when starting and will not be recognized in iTunes then follow these steps:

Make sure the device is off before attempting this!
  1. Press and hold down the Home button for about 10 seconds until a yellow triangle with a text which says Please Connect to iTunes appears.
  2. Plug the iPhone into Mac or Windows PC. Release the button if you haven’t.
  3. Run and open iTunes if it’s not already opened yet.
  4. iTunes will prompt a message that says iTunes has detected an iPhone in recovery mode. Click OK.
  5. You will be taken to the iPhone pane. Then, click on Restore.
  6. Wait for the full restoration process to complete, and the iPhone will be back to the original settings state as when it left the manufacturing factory, typically a working phone again if you face any problem, unless it’s hardware related.

How can I get itunes to recognize my IPhone I've tried recovery..

Create a new user in Windows, like "test" under the control panel.
Login with that new account, Launch Itunes and update Itunes, then plug your iphone in under recovery mode, and restore factory default settings.

Unlock iphone

Yeah, just plug in the iPhone and restore it to factory settings. Pretty straight forward.
If you can't get iTunes to recognize it, then you might have to use recovery mode.  Plug in the iPhone to the computer. Press and hold power button and home button until the iPhone powers off.  Once this occurs, wait 5 seconds exactly!!! Then release the power button but keep holding onto the home button.  iTunes should recognize the phone being in recovery mode.
From there, click restore and you're done.
