You can only update as far as the iOS recognizes it can go. Go to Settings - General - Software Updates. It will check automatically if there are any further updates for you. if none come up, your hardware (the processor) can't take anything newer than you have.

ipad software only goes as far as the hardware (processor and memory) will allow it. If you are on iOS 5, the device is ancient, you need a new one. The current iOS is 12.1.

If it was possible to update the device, it would have been offered to you in Settings - General - Software Update.

Try downloading an app called Shareit.
When attached to the same WiFi, you can transfer Photos directly from iPad to iPad and even between Windows and Andriod devices. You start Shareit on both devices and send from one and receive on the other.
