Flashing the bios is just simply installing an updated version of bios, you can try to install this one : http://support.dell.com/support/downloads/download.aspx?c=us&l=en&s=gen&releaseid=R138835&SystemID=LAT_PNT_PM_D505&servicetag=&os=WW1&osl=en&deviceid=4836&devlib=0&typecnt=0&vercnt=5&catid=-1&impid=-1&formatcnt=1&libid=1&fileid=185806
just click on download now, continue and follow the prompts , the computer should restart and when it turns back on, it should work.

You don't flash your BIOS to edit the NUM lock key, you get into BIOS and change the setting from NUM LOCK ON to NUM LOCK OFF. YOu enter th eBIOS area and edit the NUM ock setting, scroll keys aren't in there, so I am not sure what you are experieincing with them
If you have to ask you shouldn't be messing around with your BIOS, or even worse Flashing it, you could do a lot of damage if you don't know what you are doing.
Here is the link to the Dell D505 Bios download page and instructions. Be sure that this is the correct one for your computer or you will make your laptop un-usable if you install the wrong BIOS!!!!
