My Toshiba A205 S5813 that running windows vista home premium 32, will only work in safe mode with networking. When I log onto windows normally all i get is a black screen with my cursor. I have tried numerous of things. Trying to load it in diagnostic mode, trying to do a system restore to only get a message saying,"system restore has been turned off by group policy. To turn on contact you domain administrator." Tried to do a system chkdsk but it wont go through when ever I try it. Also I dont have the starup disk that originally came with the computer. I bought this computer through Rent A Center so I'm guessing they have various locks on the computer preventing me from do the system restore. Also tried booting the computer up holding the 0 key. What could it be. Why wont windows load normally

I have seen this behaviour in computers with virus (maleware) you can try the following
1)start your antivirus while log in safe mode and run a full scan
if virus is found remove it and start windows normally run a full scan afterwards
2) if no antivirus is install, i would recomend you to reinstall the OS

I have a toshiba A205 5813 that will only function in safe mode. None of the drivers will come on in normal mode resulting in a black screen with the cursor when i load it up. I tried running the chkdsk...

Have you tried running repair my computer and system restore, either from the F8 menu or from a recovery disk? Try that to begin with, or run startup repair.
Otherwise, some good suggestions in this post. unfortuanately, you're not alone.
Among them this one:
A simple solution to resolve this black MS screen follow the below
steps:

1- Run Vista with safe mode command prompt
2- Type “msconfig” and hit Enter key,
3- select “Diagnostic Sartup” option, click on Apply then OK
4- System will ask restart the PC, choose yes,
5- System will start logging off but it will stuck at this stage, force
your PC to shutdown by pressing and holding on the power button until it
is off
6- Start your PC “et Voila” it will work

Note:
- it is possible that some of your services will not start or function
properly (this is an other problem)
- This solution tested on Vista Home Premium 32bit OS

Windows Vista Will not load correctly

sounds like you have some corrupted files in the boot sector. 2 options.
1. using a vista dvd: let it boot from dvd and when it is loaded select the repair my computer option. once you get up and running use malwarebytes and superantispyware to remove any nasty bugs that you may have caught.

2. using your recovery partition do a system recovery this option restores your pc back to when you bought it.

If you contact Toshiba, they can send you the original restore disks. If you are really nice to them, they might send them out for free.. I believe normally they do charge but they sent them to me for free a couple of years ago with my Toshiba laptop :)

Locked out of Admin Acct on Windows Vista

You may be able to clear it in safe mode. Enter safe mode, and try to log in as administrator. If it allows you to log in, then you will be able to clear any passwords.
