I have done a bit of research and it seems like there are a few possibilities for you.
1) Ring up dell and they will tell you how to reset it but they might ask you for proof of ownership. Although I don't know how they would do that if you bought it second hand.
2) Some people have suggested opening the case and removing the battery on the motherboard for a while. You will be able to find lots of stuff on Dell's web site about how to do this. There may be a jumper that you can remove to do a factory reset on the bios.
3) I also saw some bios reset software but these sound a bit fake/viral to me as I think this bios password kicks in before the computer even starts to boot so even a boot disk would not get you past the bios password.

So my advice is try option 1 first then option 2 if Dell won't help

    Have you tried ringing Dell?
There may be a jumper you have to remove and put back in the same place.
You will need a detailed description of *********** board to find it.
Dell have some great service manuals available online

SOURCE: i have dell inspiron 1545

I use http://www.unlockbiosrecovery.com/Unlock_Dell_Bios.php to get the bios master password that clears the current bios password. You then have full access to the bios setup. I have use them many times with no problems. I come across a lot of Dell laptops that have their bios password set for no reason. I think there may be a bug in the bios that causes it to set bios password.

Bios password generator dell inspiron 1545

BIOS passwords can be reset in two ways:

1. using software 2. using hardware.

I would first try resetting using software, here are two software apps to reset or retrieve BIOS passwords.

!BIOS - is a PC BIOS toolkit offering password removal/decrypt and BIOS settings modification/backup/restore.
You can download it here:
http://www.syschat.com/download120.html

CmosPwd - Cmos password recovery tools
http://www.syschat.com/download121.html&act=down

You will need to create a bootable Dos, or Linux or NT cd in order to run them.

Good Luck!

I cannot remember my bios password for inspiron 1545

Dell Inspiron BIOS Password Recovery

Each Dell Inspiron has a master password which will clear the BIOS
password. You can get this number by calling Dell Technical Support at
(800)624-9896.

Dell Technical Support will request the Service Tag and Express
Service Code from the bottom of your Inspiron.

If you were not the original owner of the Inspiron, Dell will transfer
registration of the used Inspiron from the original owner with only
the Service Tag and Express Service Code from the tag on the laptop.

To transfer the registration of a used Dell Inspiron, fill out the
Transfer of Ownership form on Dell's web site.

Hope it would help..
