Probably needs a carb kit, check main jet and main fuel inlet jet, is the spark crisp, fat and powerful, try running it with a borrowed coil as this may have an intermittent fault. Is fuel cap breather working or blocked, these small carbs are very sensitive. Make sure all is well with gaskets and diagrahms. Good luck the Yeti

Sounds like you need to take the carb. apart and clean it. I like to use a Den Tek Brush, (used for cleaning teeth), to clean the small ports in carb. they work great for this job. Make sure to either clean or replace the small screen in thcarb. as well.

SOURCE: How to replace air filter on Troy-bilt TB20CS?
May be air filter but sounds more like your muffler is stopped up. First take the muffler off and see if it runs better without it. If so, burn the carbon out of the muffler and clean the muffler port on the engine. If not, then remove the four screw at the very end and disassemble. The ait filter is in that area. If this is an old unit, then the diaphragm is probably hardened.
Tests before hand would be:
1. Is the gas fresh and water free?
2. Is the spark-plug clean and snugly fastened?
3. Are you using the correct gas to oil mix ratio in your fuel?
4. yes...yes...yes...= bad diaphragm. Probably less than $5 for the part and a 1/2 hour to replace the part.

Hold orange spool containing string while twisting the black plastic cap in the center, counterclockwise. This retaining cap is loosely spring loaded, so watch for the spring falling out. Once this locking cap is removed, the spool pulls right off.
