Ask to see the sales receipt if you are in need of proof of purchase date. Even contacting Husqvarna to ask when it was registered may not be the actual purchase date. I saw a question not long ago about a saw that was purchased new that had been out of production for a couple of years. It is possible it sat on a dealer's shelf for a period.
Looking at the serial, it was manufactured in 1998, the 51st week (Dec), and was the 4th product that week. I am pretty good but single year serials are beyond my expertise (black on silver or silver on black sn tag is one key). The most common causes are the chain is to tight or the chain brake is triggered.
Page 15 discusses how to check oiler operation and page 17 discusses both chain tension and the chain brake. You cannot check the oiler if the chain cannot rotate. You did not provide a model or serial number so my best advise is to download the OM for your saw. Find the "Fitting the bar and chain" section. The procedure is explained quite fully there: HTH

Are you using bar oil? Is it less than 2 years old (warranted)? Did the chain come off and hit the tank? I think your saw may have been impacted and the oil tank is broken. I didn't see an oil vent on the IPL but if the filler is on the bottom of the saw and you must lay it on its side to fill there must be one. Take it and your bar oil with you and stop by your friendly neighborhood Husky dealer. Ask what they think the problem might be. You might be pleasantly surprised. Purchase some 2 cycle oil, a new chain, some bar oil, something. When time for a new saw remember how they treated you.

I think you have the model number. The first digit of the serial number is the year. If that is indeed the sn then it was made in 89 or 99.
sn 04 1800265 (04 - year) (18 - week) (00265 - 265th saw that week) pretty clever these Swedes.
