If the account is up to date , most likely a scam to get your details
look in the phone directory ( not the notice ) and contact the department and ask if it is real or scam and get an explanation

1. Check if you have service provider and check if your acct is closed or suspended. In other hand, call your service provider.
2. If not closed or suspended, check your inbox if full or not. If full, delete all.
3. Powercycle your phone meaning turn off the phone and turn it back on and try again
4. If still not working, there's no other way. Refer to a cellphone technician of your service provider and let them evaluate your phone if it needs a replacement or just the connection between your phone and your service provider connection/signal

To chech the PIN STATUS you can Compose PIN messages from your Handset
OR
Call your telecom Service provider, Customer Care, and give your Hand Set Pin Number, they will you help you with the PIN status it is suspended or not.
