SOURCE: Washing machine won't empty water
this can often happen on a top loader if the lid switch is not engaging properly. The drum usually rotates (slowly at first, then much higher speed as the water is expelled) and, as a safety precaution, there is a locking mechanism for the lid. You will get the same result if you leave the lid open... cycle just pauses at the drain/rinse/spin part of the cycle.
Now, to solve the problem...
First we need to confirm the problem ...put the dial in spin cycle and see if you can open the lid, or if it is locked. If the lid opens ,then you are probably not engaging the switch that enables the washer to lock the lid ( and turn on the pump).
THe switch is activated by a piece of plastic ( often in the form of a loop) attached to the lid which pokes through a slot in the metal top of the washer. a microswitch is located down in the slot. If part or all of the plastic piece is broken, the switch will not be activated. If found to be broken, these are available at any appliance parats store, cheaply.
Sometimes the switch mechanism shifts down slightly or the internal workings of the switch wear down to where the plastic piece does not push the switch down far enough to activate. You can test for this -*USING GREAT CARE* by inserting a plastic stick or other non-conductive (electrical) material (a popsicle stick or plastic drinking straw works fine) that fits in the slot and can be pushed down an inch or so. The test would be to put the machine in the spin part of the cycle and, with the lid open, insert the stick/straw down into the slot (you may hear a click from the switch). This should turn on the pump if the problem was that the switch had not been contacted properly by the plastic part on the lid. Only do this for a moment as it is not safe to run the washer with the lid open (they lock the lid for a reason :).
If this procedure does start the pump, then you have isolated the problem and need to have the plastic part on the lid press down further into the slot to activate the switch. For a $50AU washer , i might try to build up the plastic part with some tape to penetrate into the slot further (dont put on so much that it doesnt fit in the slot or gets in the way of the locking mechanism).
Alternatively you could replace the switch or plastic part, or both (replacing the switch will require taking off the front panel).
do the tests suggested and get back to me.

there is a pressure stat but these are reliable. a common fault is the wiring loom broken where it goes round the corner at the bottom of the door. take outer door panel off and inspect the wiring loom for breakage
SOURCE: The drum is stuck - it will not move
overloaded & unballanced has mabe pulled drum away from the rear bearing!
& jammed iself!
only way now is to disconnect power & water & undo cabinet to inspect it!
Cheers rob.
