A shaft could be seizing which is why other belt snapped, check the bearings and shaft to make sure they turn freely. Possibly wrong belt ? also check for worn pulley's.

it looks like you need to put the belt back on which is inside the machine. to do this open the lid with screws on back take lid off then you should see the belt inside the machine and where is was before on the drum of the machine. slip it back on and put lid back on and it should start turning again. hope this helps.
You are doing the right thing. Hook the belt onto the motor pulley, then onto the main pulley as far as it will go, use a few cable ties to hold it on the pulley and turn the drum anti clockwise, the cable ties will snap as the pulley turns. Hotpoint have made a tool for putting these belts on but you woudn't want to pay out just for one belt.Belt fitting Diagram link
There is a removeable cover at bottom rear of washer..
Undo this, and you will see the motor and belt.
It will be very tight to put on, but this is normal as it is a stretch belt, that is why there is no adjustment on motor.

if the motor is running, the belt is on but the drum is not turning then either the belt is slack and slipping, or the drum is jammed. possibly and item of clothing is stuck between inner and outer drums. remove belt and turn drum pulley, it should turn easily.
Think your belt was allready on the way out and you will need a new one. Just a coincedence that it broke when it did. It came off because it was worn and stretched.
You probably need to thread the new belt over the drum by removing the circular rubber front seal temporarily. After putting the seal back on, ease the belt into the correct position and thread over the pulley on the motor. You will probably find it easier to put it over the pulley wheel of the motor first, with the belt partially off the drum. Then rotate the drum manually whilst easing the belt over it.
