Sometimes when either a propane or natural gas system has air in the lines they will not work. To be safe I would recommend you call the Raypak technical support line at 800-947-2975 or800-627-2975 and they should be able to help you figure this issue out. I hope this helps.
I would contact Raypak technical service and they may be able to help you correct the issue over the phone. This is even more likely since the heater is new. I hope this helps.

You will need to pull the burner tray out and clean and blow out the burners. Then you will need to pull the orfaces from the gas manifold and clean each one and blow out the gas line. Then with a mirror you will need to check the fire brick inside the burner box. Then you will need to replace anything that is damaged. Good luck.
