Just because an igniter glows, does not necessarily mean it is good. The following link explains:

An easy way to determine an igniter problem without taking current readings is to test both oven features. Since there is a separate igniter for bake and broil, and both are fed from the same gas source, if the broiler works, but the bake feature doesn't, you more than likely have a bad igniter.

There must be a MINIMUM of 2.9 amps at the ignitor to work correctly to bring on the gas valve. Less than 2.9 replace the ignitor. More than 2.9 replace the gas valve.
