Hi LMGreen! Sorry for the late response a bit busy at work.. Coming back to the problem..
Solder joints on power control board are cracked and/or
burned. Inspect solder connections on power control board for
deterioration. This usually occurs where the harness connector is mounted
to the circuit board. Reinforce and re-solder as necessary. Also check all
other solder joints.

Generally, the most common causes of a failure to heat are:
- bad door switches or door switch mounts
- loose connection at the magnetron
- problem or loose connection on the control unit circuit board
- bad magnetron or other high voltage part (such as a shorted diode)
If it's within the magnetron portion of the warranty (usually 5-9
years) but out of the original full warranty (usually 1 year), then
your manufacturer will cover the part cost, but not the cost to visit
you or the labor charge to do the work.

Microwave not heating problems are the result of one or more of the following problems -
1) Bad fuse
2) Bad diode
3) Bad capacitor
4) Bad transformer
5) Bad magnetron.
You would need to have special equipment to test the 2nd, 3rd, and 5th items.

I would say yes, this can be fixed. It's most likely a relay with burned contacts.
