I am locked out of the phone
There are a couple different DROID models and the directions can be a little different based on your particular model. Best thing to do is go to http://www.motorola.com/support and then find your model and search external reset.

I'm assuming you've charged the battery and you've held the power button down for several seconds. On a working phone, after a few seconds of holding down the power button (which is located on the top right of the phone), the motorola logo comes on. Else you need to take it to the verizon store (not an authorized dealer, but an actual verizon store) and they should be able to help you.

In order for the computer to recognize the Droid, you must "Mount" it.
To do this, first plug in the usb cord to the computer and the droid. Then touch the notification bar on the top of the droid and draw your finger down. Touch "USB connected". A popup screen appears asking you if you want to "Mount". Choose "Mount" and the Droid will appear as another drive on your computer.
Hope that helps.

It is very likely that you caused a short circuit when it got wet.
If you shorted the battery you can replace it. If you shorted the phone itself it will need to be repaired or replaced. You should contact your cellular provider for more assistance.
Good luck!
