For tankless, review possible service manual:

You will find two covers on the front.Behind each cover the you will find a thermostat ,there will be adail on it. It might be numbers like 120,150 or it might be letters, like A,B,C and so on.You take screw driver and turn to the right until you get the tempture you want.

If you don't have current, 0v from terminal to terminal, then you don't have voltage to the elements. Replace the thermostat but check that you have 220v to the thermostat. It is possible that your breakers to the unit are either bad or tripped.

If you are not familiar with the element, I would get someone that is familiar with one and have them do it. It's not something I would recommend you do based on your question. There's electrical, pressurized water tank, and a whole lot of water that may cause you to have a worse bad day.

it could also be the dip tube. this is a tube that is installed at the time the unit is made.it is a plastic tube that is on the cold intake side of the hot water heater.it may have fallen inside the unit or may not be in the unit at all check to see if there is a plastic tube this will help the heater stay hotter for a longer period of time. good luck with your project.

try setting the bottom 10 degrees hoter than the top could be in short cycle (thatis the bottom calls for heat on the bottom element and set too close so goes back to top and cycles off
