It is boiling the water. Turn it down. Look on the side and remove the small cover to expose the thermostat Turn it counter clock wise to reduce heated water temp.
There may be two.
After an hour or so test the hot water and see if you can keep your hand in the flow of all hot water. If it
is so hot it will burn you it is still too hot. 170 is hot enough. That is slightly painful and will cook the skin

On the back of the gas valve (where you turn the temp up) there is a stem that actually goes into the tank that senses the temprature of the water it could be dirty or buried in sediment depending on how old the tank is, or just bad. if the tank is over 10 years old i wouldn't bother replacing the gas valve, the tank is probably not far behind. A new valve will run around $100.00 maybe a little less. You wont find it at menards or home depot in stock but they may be able to order it for you. Menards sells rheem products or try you local plumbing supply house. REMEMBER TO RELIEVE THE PRESSURE ON THE TANK BEFORE YOU WORK ON IT. IF YOU CHANGE THE VALVE DRAIN IT FIRST!

Flashing code 76 is lost communication between the remote and the burner control assembly CCA (circuit card assembly). The CCA is still under warranty if purchased within the last 3 yrs. Contact Rheem customer service and have your Mod. and S/N available....explain to the agent you are recieving - flashing code 76...they'll walk you through the process.

You have a water leak under the house, but need to know if it's a gas heater or electric. check the Pop off valve on top of the tank it has a short handle and should go threw the floor pull up on the valve and let it sit back down, if it stops the high pressure pop off valve is leaking, you can buy it and replace it for 5 or 10 bucks, if that does not stop it look under the house. Also use a broom stick and put the round end at the wall and the other end near your ear and check the wall and floor for the noise the closer you get the louder the sound. Hope this helps. If you look under the house and see water you know you got a leak in the pipes or the tank itself.

It sounds like the pressure/temperature relief valve is stuck open slightly, and draining out the PVC pipe. This is common in poor water locations.

You can try lifting the release on the top and letting it pop shut again, but chances are good that by now the seat has been destroyed by the water passing over it. Replacements are available at any home store, just remember to drain the water out of the heater so you don't flood the garage. MAKE SURE YOU TURN OFF THE POWER FIRST OR YOU WILL BE REPLACING THE ELEMENTS ALSO! You will need to wrap the threads with teflon tape before installing the new valve.

TP temperature-pressure valve is probably releasing water.

The sound is the water heating through mineral buildup in the bottom of the tank...
The water gets superheated (boiling) because the mineral traps it aroung the element for too long....then it makes the noise as it percolates there....

I too have an issue where our Rheem power vent water heater will not stay lit. I cannot see that it has a thermocouple though. I can only see the "glowplug" with two wires. The glow plug is fine....

You do not have thermocouple on your unit, you have a sensor. Rheem power vent water heaters ir very sensitive to any pressure changes. There are several things you can do to trouble shoot your water heater. Make sure the flue vent is fully open all the way out of the house. Unplug the unit from its electrical power source for 3 minutes, and then rest the heater. Make sure you have an adequate fuel supply, you may need to contact your local utility for a free inspection.

Sounds like a squirrel inside water heater

Check your thremostat setting if it is set to highest position it may be causing some of the noise over heating the water and making the noise. And you can put an insulated jacket on it to maybe help with sound.

Hi,
The noise is inherent in electric hot water heaters. It is the noise that the water makes when it is being heated by electric heating elements. Mineral buildup on the elements can make it worse, so changing the elements can help...but will not totally elimenate the noise. When I install a new tank and turn it on all I have to do is listen to it to see if it is working or not...even brand new will make a sound...it is the sound of hot water... :-)

Noisy Rheem 16 instant hot water heater

About the only device in that heater that could cause the noise you describe is an electrically operated valve that controls water flow. Rheem is a better-than-average company so I would give them a call and describe your problem to them; I'll bet that they will be glad to tell you which part you need and supply it to you.
We had a heat pump system from Rheem that needed only the replacement of one large relay and the outside unit fan motor during more than 25 years of service and is still operating at age 30 in our former home.

I would say then the heating element has a resistive short to ground. The 1.98m Ohm reading is high, but not high enough -- should be infinite. I would say replace heating element... And, when you install new one, make sure there is no water leaking thru heating element cavity and ensure area around cavity is clean & "in order".
