You put water and Hoover Cleaning Solution into the top tank. Push down on the release button at the top of the tank just below and in front of the handle. The cap is also your measuring cup. Fill it with the Hoover Cleaner Concentrate. Pour that into the tank and fill it to the fill line with warm water.
The dirty water will be extracted into the bottom tank.
Please let me know the model number from the data plate.
It is likely started with the letter "H", followed by at least for numbers.
It will allow me to post the User Manual to you.
On my LGM, the motor that drives the soap pump had siezed. I disassembled down to the pump and separated the motor from the pump. With pliers, forced the motor shaft to turn and sprayed lubricant (lithium grease) onto motor's front and rear bearings. Heater box is a little tricky to remove. Remove 4 screws to remove top plate. Lift heater out and remove insulator. Remove two screws from inside box to remove heater box bottom.
Hello, The cleaning solution goes in the top tank. Fill top tank with hot water first, then add the cleaning solution. That way it doesn't foam up. The tank lid is also a cup to measure how much solution you put in. Usually fill to top line. Make sure when you put tank on machine it snaps in place. if you have a manual, refer to it for instructions if you need to. Hope this helps.
You want to check the lid on the bottom on your tank. If you can stand in front of the machine, while it's in the upright position and pull on the lid, if it moves you have it on wrong. Try putting the lid on the front to the back, instead of back to front.
There is a little post in the back where you insert the top solution/water tank, if you put the tank in incorrectly, (i.e., shoved it in, instead of putting it in at an angle, bottom first) there is a chance you broke it or bent it backwards. My mother broke mine, i've got the post but don't know the part, without that post inserted into the tank the water will not come out.
Does water squirt out of the hose nozzle, if it does, then check the heater inside the handle asm. Make sure that where the tubes hook up to it are not clogged. If water doesn't squirt, check for the seal at the bottom of the tank, it needs to be on the tank, not in the hole, this is for the soap bottle also, there is a seal on the bottom of it as well. The flow indictor cap is leaking air or maybe is too tight. If you had the top cover off, make sure that the tubes are routed right so as not to get pinched when the cover is put back on, the smart mix knob should be in the water setting and that the piston is on the bottom of the smart mix knob. Pump is bad. Try running a mix of vinegar and water to see if that unclogs the lines. Is the top cover and the base tight together in the back, sometimes the top breaks loose and it will raise up and it can't spray, just re-fasten it down.
Did the gasket on the bottom of the water tank come off and is either missing or sitting in the hole where the tank sits? It needs to be on the tank.

Check at the bottom of the tank and make sure that the seal is on the vale at the bottom of the tank and not sitting in the hole it sits in. Does water squirt out of the hose? If it does, then the heater in the handle is probably clogged. If it doesn't, then you could have a bad belt, pump or a line that got pinched, you have to take off the top cover for that. Speaking of top cover, check the back edge, is it together and tight, or is there a gap and the top cover is rised up some. If it is, then the back screw holes have broke loose.
