It's possible that the variable speed control may be the issue with your Delta 23-197 grinder. However, before attempting to bypass it, there are a few other things you can check.
First, make sure that the grinder is properly plugged in and that the power outlet is functioning correctly. Check the power cord and make sure that there are no cuts or breaks in the cord.
Next, check the switch and make sure that it is properly engaged. If the switch is faulty, it may need to be replaced.

If it was mine I would attempt to dismantle the switch to discover and perhaps repair the fault - sometimes it is held together by rivets and sometimes the switch components are glued together.

The variable speed facility means replacing the switch with a different type could be problematic due to possible differences in internal values, though in desperation it could be worth trying.

You can bypass virtually any switch by taping the two leads going into the switch together. I don't really advise doing this as the switch is there for a reason! But if you must.. unplug both leads and tape them together.

This fan uses a "ballast" to run the fan. The ballast (part #272) probably contains wiring for multiple speeds. Here is a manual that discusses the wiring- http://www.hunterfan.com/SupportDocuments/OwnersManuals/42700.pdf.
To use a wall mounted fan dimmer, you need to identify the high speed wires and connect them to the dimmer switch. This method will bypass the other speed windings and is not as power efficient.

Replace the bypass switch. This happened to me a couple years ago.

I have fix my dewalt dw 056 with a switch comming from an old dewalt hammer drill that i had lying around if you find and older dewalt hamme drill with burn brushes u can interchange the switch ,they sell the repalcement new switch for around $56.00 here in canada its not worthed u can get a new refurbish dewalt impact for around $99.00 from toolking

Cut the wires, strip them about 1/4 inch on ends and twist them together if you are just going to plug in and turn on

given my experience with memorex blanks, i think that you should just switch to another brand....memorex made great tape....the cd blanks are another story. I recommend, if you can find them, FUJI blanks that are made in Japan; they have a reputation as some of the best.
