There is no sound touching icons. Never has been. There is only sound sliding the lock unless someone turns it off. As for the lock not working. Chances are your screen is malfuncitoning
The switch has a protected memory and will go to the default setting in case of power failure or shut off. Make sure you swapped it with the same watt/type bulb. You can always shut off the power to the dimmer for a few min. and turn it back on to force a reset.

Clean the
screen, if that doesn’t work. Reset the phone or use iTunes to restore the
phone to the factory defaults. If that doesn’t work you will need to take the
phone by the Apple store and have them check it out. The touch screen component
