I would like to set up my lg flat screen for local channels without a cable or satelitte box is this possible or these tv's specifically set up for cable and satellite

These are what once were VHF channels and are still mostly assigned to local stations. You didn't mention the source for your received signals, if antenna, cable or satellite and it does make a difference as to the possible source of the problem. If you are receiving via antenna, then the problem is within the set itself. If from one of the other two sources requiring a 'box,' then the problem is likely within the cable or satellite box that is between your incoming signal and the set.
The RC389H is only deigned to receive standard TV signals, not digital. If you are routing through a straight cable line you usually can't access anything above 100 if you don't have a digital tuner. Try using a cable/satellite box if you haven't already, this bypasses the requirement for a digital tuner because the cable/satellite box has one of it's own.
If you get that across all inputs or channels then your digital board is bad. If you get it only on one input such as HD cable box, HD satelitte receiver or Blu_Ray player then they are set for the wrong output on that connector. The TV most likely will only accept up to 720p or 1080i....
The best way is to connect the Component (YUV) from your Satelitte receiver to the YUV input of your TV. Then, run the Red and White audio cables as well.
A lot of "digital LCD TVs did not have a digital tuner. All you can do is channel up and down through the normal analog channels. You may still have to get a convertor box or subscribe to a cable or satelitte service.

Depending on your cable provider, some of the HD channels may be present. If so, these are ususally located in the upper channel numbers. It sounds like you are receiving some of the HD lineup. A cable box will probably allow you to view more HD channels including the premium HD channels if you subscribe to them.
You should not be noticing a delay with the HD channels only. If this is what you are experiencing without a cable box, then it would be an issue with the HD tuner built into your TV set. LG customer service can let you know if there are any software updates available for yourmodel that can resolve this. Additionally, if you are getting your sound from an Home Theater system then you will notice an echo if using the TV's built in speakers at the same time. This is sometimes mistaken as an audio delay. If you are using a home theater system, be sure to disable the speakers that are built into your system.
I would strongly suggest connecting a plain, coaxial cable wire from your sat box to the the ANT IN of the VCR. then use another coaxial to run from the ANT OUT of the VCR to the TV. Then you can change your TV to channel 3 or 4 as appropriate.
If you have a newer digital satellite receiver, this setup may not work. In that case, use two sets of red/white/yellow cables - 1 set will run from the out of the satellite receiver to the audio, video IN of the VCR. The second set will run from the audio and video OUT of the VCR to your TV. Then change your television to Aux 1, aux2 or whatever channel that corresponds to the red/white yellow.
