Take another adapter , same type you have it and prove is working or not?
if yes meaning that output current in your adapter is wrong it is defektive , and change, if even second adapter is making same thing try to get another model adpter that is close in power and curent ratin with yours or same, if isnt working this too try another batery because maybe is finished, if even new batery dont work with your adapter or a second adapter you have to service your laptop inside in electric circuit entering is blown out.

First, try another charger. Perhaps your charger isn't providing enough volts to the laptop

I have a dell inspiron 1545. i have the charger plugged in but a red light is flashin on my laptop. this light then turns white and immediately red again.if i remove the charger the laptop just switches...

Probably battery, although that should be orange not red..
Remove battery and try it on AC alone, if that works, it was a damaged battery halting the process
If it does not, check the charger's tightness in the charging port, if sloppy or loose, this will need replacing.

Some Dell's are VERY picky about the charger, if not the exact model specified, they will not charge the battery

If none of the above, remove battery and test with another Dell charger of the same spec, if this also fails to work and you are sure the light is red, you have a problem with the motherboard. Commonly the charger power board fails on these.

My dell inspirion ac charger will keep computer running but will not charge my battery. A pop up will inform me that the system doesnt recognize the charger.

it could be a couple things: Are you using the standard 90 Watt ac adapter, or the Travel auto/Air adapter. The travel adapter is only 65 watts can will charge the battery
If using the standard ac adapter, see if you can try another Dell D series adapter and see if you get the same error.
If same with another adapter, the issue is the charging circuit. If another adapter works, then replace the adapter.
If the charging circuit is bad, it will be the chargerboard or if intergrated, the motherboard
