It is more likely that the problem you are having now is a result of the batteries missing. The shaver is not made to be used without batteries installed and running it without batteries not only can cause a few different operational problems but can also be a hazard. If you need batteries, you can get them at shaveroutlet.com. See link below.

It is possible that your motor brushes are bad. You can not replace them but you can check them. Remove the motor from the shaver by removing the two metal clips that hold it in place. Then carefully and gently pry off the plastic back of the motor with a flat jewelers screwdrived. Dont stick the screwdriver in too far or you will damage the delicate brushes. You will easily be able to tell if they are worn out once you get the back off. If they are OK, you will need to put the motor back together. Snapping the back of the motor back on can be difficult and you will have to be careful not to damage those delicate brushes. If the brushes are bad, you'll need to get an old used motor from a shaver repair shop. I suggest emailing [email protected] for availability.
Testimonial: "Thank you very much - if batteries are needed, I can solder back in (still read 3V). I cut them out because they were old, and I didn't think needed."

To replace, you will need to remove the back cover by removing the two screws. Take off back cover to access inside. You can unsolder the batteries from the circuit board but for easier replacement, it is sometimes suggested that you use a modified installation technique. This is to break the tabs off of the old batteries with small needle nose pliers rather than unsoldering them from the circuit board. This allows the old batteries to be removed but leaves the tabs attached to the circuit board. You can then solder the tabs from the new batteries to the old existing tabs
If you are not able to do this yourself, you can have shaveroutlet.com do it for you. See link below
