You can remove or change the Window's User or administrator's password and privileges. You need access to a computer with Internet access to download the Hiren's Boot CD and burn it onto a CD. Then insert this CD into the laptop/computer and boot up the laptop/computer with the Hiren's CD and follow the instructions. There are very useful utilities CD and it a Linux boot CD which contains quite a lot of Utility programs including a password removal program. this error tell us that you are not logged in with full admin rights on your computer to install software and driver package, and it also sounds like you are trying to start software install using the "run command"
There is nothing wrong with printer but you do seem to be having trouble loading the required software and driver package on your p.c.
Are you also using new Vista software/driver package for your HP OJ 4215 cause the one that came with it maybe XP.
Go to HP and download correct package, AND log on as administrator with FULL priveledges, your username (normal login) may not, from the looks of this.

How many users do you have on your computer? Check on the control panel under users and have alook at who is listed as administrator.
SOURCE: Administrator problems
You may be the primary user but your user account may not have admin rights. This is a little unusual in Windows since most users have admin rights by default (this isn't a good security practice, but Windows tends to do this anyway).
I did a quick search of the web and discovered a set of instructions that will allow you to log into your Windows computer (assuming you have Windows XP) with admin rights. Once you do, run the software again and see if it works. If it does, you're ok. If it doesn't then the problem is with the HP software and not your user rights. Good luck:
