It sounds that the remote control need cleaning. Check the remote control for its infrared emission. Check it with fresh batteries. If you wish to know more about how to test and clean a remote control, check this link.

Como programar un control de dish a una tele panasonic

Depende del modelo del control remoto. Pero en general:

Press and hold the desired mode button (about three seconds) until all mode keys light up, then release.

Use the number pad buttons to enter the three-digit number corresponding to the equipment. The light will blink off after each digit is entered and then return to a steady light. Press the POUND (#) button. If the code entered is valid for the remote, the mode light flashes three times. To verify the code works, try several functions for that equipment.

WHEN I TRY TO USE MY REMOTE CONTROL ON MY PANASONIC VCR/DVD COMBO MODEL #DMR ES35V, THE DISPLAY SHOWS U30 1 AND WON'T WORK THE VCR/DVD. CAN YOU HELP ME?

I called tech support and their answer was simple!

Error Code U30 1.......the fix, press and hold the number one (1) on your remote and at the same time press and hold the ENTER button for 10 seconds while pointing the remote at the units sensor.

Automatically, my unit returned to normal and all my buttons on my remote returned to operational mode!

So, it was confirmed by Vincent at Panasonics tech support, that error codes U30's are rare, but it's a system safety feature. If you were to come across an error U30 2, you would push and hold the number 2 while pressing and holding down the ENTER button....so on and so forth.

I hope this helps someone else out there!
