Toll restrictions (TRS) comes from the phone SYSTEM, not the set, and it depends on what system you have. Your system should have more than one manual. In the FEATURES guide, it will tell you how to set up TRS and the programming manual will tell you how to do it.
Simply, a phone has a Class of Service COS and each COS had an ALLOW and DENY table. If you put "0" in the deny table for COS 2 and change the COS of an extension to 2, it will be restricted. I'm not sure you can restrict 0x and allow 0 as the screening will stop after the first digit passes. Here in the U.S., we restrict 0 and forget about it as the operators can be talked into placing the call as operator assist.
If you need specific help, please post the model of your system and I might be able to give you better information. I have a link to another site if your model is TA-824, but you should be able to work out the programming with the right manuals.

Are you sure you want to do this?
I can understand if you are trying to stop people from calling the operator but it will also have the effect of stopping everyone from dialing a phone number which has the number 0 in it.
