i bought an i9 cell phone but now the side to unlock feature is not functioning, therefore I cant get inside the phone

try to slide it lil bit above the sliding bar..then return your phone settings to orig.

Try doing a hard reset. You press the Home button and the Lock/Off button on top at the same time, you will see the off slider but keep pressing them until you see a gray apple. Then let GO. I hope this helps.
