Hello, another test is to connect a monitor to the VGA out or (other video option) and if the results is still a blank white screen then a repair is definitely needed.

The ATT Z221 has a micro USB port for charging. IF you attach it to your computer it will charge the phone. There is no way to move the images off you phone unless you send them via email to your account. Even then, you must activate you Internet connection and email. It would be cheaper to buy a camera.
If you got a white screen, then you need to replaced a new AD board. AD board is a piece of component that you plugged your VGA or DVI cables to the monitor. Good lucks, Have a nice weekend!
