When I try to sart the bike, I hear the fuel pump and then gas pours out of the overflow tubes. wondering if one of the floats are stuck?

The problem is not so major. There are a couple of things you need to check.
My experience tells me that you should almost be able to simply readjust the float level to cure the problem. The needle and seat will endure up to 12.5 lbs of fuel pressure minimum so not to worry.

Sounds like a stuck float. try gently tapping on side of carb near bottom where float assembly is located to see if it frees up if it doesn't you will need to remove and clean your carb and check your float adj.

you have a stuck float in the carb. However, the fuel valve should have stopped the fuel flow. so you need to rebuild the carbs and replace the fuel valve.

I had the same issue, cleaned the gas tank, carbs removed, cleaned and tuned. It helped but still has a rough idle when cold, likely due to a tired float. Best to try cleaning everything first, I had to use a carb guy to get the carbs tuned right for $100 and he remarked on the float not fully functional but I got away with it for a couple seasons. Winterization is essential to keep gas from causing this problem again. Damn ethanol
