The main power supply regulator section circuit fault. Either it will be a separate board, or the part of main board. Check and replace damaged component/s at its main power regulator [SMPS] section circuit. Contact any service technician. If you wish to get some details; check the site linked here. Pull up older posts. http://electronicshelponline.blogspot.com/ It will be best to replace the power supply regulator board as card basis rather than making "Surgery" to it; which usually will make loss for both money and time. Even though you can make it right, it will cost around an amount equal to the cost of a new board; including the cost of (spare parts + service charge) More to say, most of the spare parts to it will be difficult to get from open electronic spare part market. This is true to most of the flat panel TV power supply boards; irrespective of its brand and screen size.

Primary suspect would be the Power Supply board. Most models uses a common PSU P/N LCA90348. This is based on your post that the main fuse blew. It still could not be ruled out that any of the other boards/components are not faulty. The best approach would be to reference a service manual or at the very least a schematic diagram with voltage readings. This of course would require a fair familiarity of electronic components/circuitry and safety procedures, use of a DVM and a soldering iron. Should you be uncomfortable performing a DIY (do-it-yourself), perhaps your best bet would then be to seek the services of a qualified professional.

2. while holding these, press the [power] button on the side of TV (NOT remote)
3. blue light comes ON and stays ON
4. wait 10 seconds then let go of [menu] and [vol-]
5. wait another 30 seconds and some type of picture should appear
I think this is right. I got it from the JVC call centers guys so sorry if I missed or messed up a step.

It may have gone into shut down because it sensing over current draw may be from the backlight inverter board, you need to disconnect the connector that feeds to power to the inverter board to see if the TV will stay on.
