Let’s determine if your CD-ROM drive or your Operating System Software ( ie...Windows XP) is the problem. You will need a bootable CD, you can use your “Dell Resource” CD or any other bootable CD disk. Power on the laptop and tap the F12 key to get to the “Boot Selection Menu”. Insert the DELL “Resource CD” into the CD-ROM drive. Select “Boot from CD/DVD drive” from the selection menu. If the laptop boots from the CD drive then you Operating System Software is the problem. If the laptop won’t boot from CD then your CD-ROM is defective and needs to be replaced.

The game may not be a cd that is setup to auto-load.
Put the cd in, give about a minute and then go into My computer and where your cd-rom is in there it should show the cd loaded as it will have a name there of the cd. If it doesn't show something then the cd might be bad.
If it does show something then right click on the drive and choose open and then it will show you all the files on the cd, then choose setup to install the game.
Now back to the cd, if it doesn't show anything in my computer then try other cd's to make sure your cd-rom is still working cause if its not reading anything then your drive is bad and would need to be replaced.
Ok with that you need to insert the disc and then go into the my computer section of your computer and then in the CD rom drive you should see the disc and you will click on it to start the process. However if that does not work then your CD rom drive is defective and you need to purchase a new one.

They have everything, even the old stuff i still use on my other computers. *If this does not work. Then check the cables of the cd rom drive and make sure the serial cable is in. this is a thin long strip cable that goes from your motherboard to your cd rom. BUT before you even touch anything, make sure to touch something made of real metal to remove all static electricity that is on your body, ive goofed plenty of times working on a system by not doing that and toasted a few drives that way.
Now if all else fails, and i am saying it would have to mean that the drive is dead. You will need to buy a new drive. But ITS Very hard to remove the drivers for a CD Rom drive because of the fact that they are in BIOS of the CPU. So unless you were in there doing something, the cd rom drive should work. But CD Rom drives have a work like of 2 years at max usually, its rare to find drives that last longer than that unless they were barely used. Hence why i still have some really old drives for my server system.
the first thing that i would do is see if you can go into safe mode and try booting from there . when it comes up choose the one that is already hilighted. if it still wont boot then open up the tower and unplug the power from the cd rom. if it is your cd rom i would go and by another one or return the cd rom.
