i unlocked my Virgin GSM phones using codes from http://www.superunlockcodes.com/ , try if your phone is listed for unlocking

I'm unsure if you are speaking of voice recognition or voice services. The "call options" menu will customize settings.

To remove voice tags/commands from the phone select: menu>settings>call options>erase voice dial>yes.

To disable voice answer select: Menu>settings>call options>voice answer>disable.

To utilize only messaging services you need to contact Virgin Mobile, 1-888-322-1122, about text and data only plans.

If its on Virgin Mobile, thats why.

If your Wildcard is a Virgin Mobile phone it cannot be unlocked. Virgin Mobile phones cannot be unlocked because of the proprietary software in the phone.

If it is a US Cellular phone you may be able to contact US Cellular and inform them that you need your phone SIM unlocked for international travel.

Search google for "data cable kit", along with your phones make and model. You can get a cable/software set for around 30 dollars that will allow you to transfer contacts and other data to your computer..

Give Virgin Mobile a call. They should be able to unlock the phone. If they can't, try taking it to another provider like Altell. They may be able to unlock the phone since it's technically an LG phone that they too provide. 
If those two options don't work, good luck getting the phone working.

if you buy any virgin mobile phone the lock code is always the last 4 digits of your cell number if you buy it used from someone then you have to either get the last for digits of their number or take it in to virgin mobile and have then change it for you

you cant transfer ringtones to your phone using cable, you need to download that ringtone from virgin mobile website,http://www.virginmobileusa.com or through your phone menu go to VXL
