I will suggest a site called "aboutautomobiles.com or use singular "aboutautomobile.com". Plug in your vehicle info and read about TSP and owner complaints. Site will list factory service campaigns.
I would contact Ford about help in partial reimbursement. Since it did not fix problem you would seem to have a legitimate complaint. I would say you should try to get parts for cost as Factory should back Dealership and Dealer charged you. Your car still is not fixed, ask for Factory assistance too, when contacting Ford.

The air bag is bolted in from the back, remove the glove box door and the liner/compartment, I used to get at the motor from there without removing the airbag, it is hard but do-able.

there are a few fuses under the hood be sure to check fuses again at dash they could look good but not be and if one was blown it could have blown as soon as you turned them on again that would indicate a short. it could be the switch also if it is the pull type try pulling it slowly to see if they come on and turning it like to dim the dash lights. if that makes them come on you need a new switch sometimes it will work sometimes not

The light sensor to control the automatic headlamps is located on the dashboard. This sensor is suppose to activate running and headlamps. I would suspect the problem is a relay to operate the headlamps if the car uses a seperate relay in the automatic mode. I'm assuming the headlamps work in manual on/off. FYI... The auto mode does not control the fog lamps.
