Yours should be a 2.9 crd Turbo diesel if I'm correct & from what your describing sounds like you need to change out the diesel filter. These filters get clogged causing lack of power specially going up hill. Is it blowing out black smoke? There could be other problems as well. Need more info like is the engine light on?
Have you checked the PCV system?? If its stuck in the closed position then you will lack power and turbo boost. A vehicle needs 3 things to make it run proper; FUEL,FIRE and AIR. Try that and see if it helps.
best thing to do is to call a toyota dealer(ask for parts) give them the cars VIN number (the set of numbers on dash behind windshield) and they should be able to tell you the correct ecm

sounds to me like who ever changed the cam belt did not line up the timing marks psoperly, these marks ensure the engine valve timing is set correctly, if the timing marks are not set properly, the car runs rough,and lacks power...hence the reason for the marks......makes the car run like its only on 3 cylinders, instead of four...the effect is, lack of power, bad starting, running rough....eventually this will lead to more severe engine problems, affecting the turbo, valve cylinders, oil seals, valve stems, excessive cam wear, shim wear,and eventual sieze of engine
if its a diesel then disconnect the the vacumn pipe from the unit that connects a pipe from the exhaust manifold into the inlet manifold.this will not affect the emmisions test on the anual inspection
