how old is your monitor? sometimes its not in the menu button the problems exist. If your a pro, you can remove the casing of your monitor, check if there some bad capacitor on the main board, replace the bad parts.

What you need is Disable and Turn Off ClearType Fonts in Windows Vista

Windows Vista by default applies ClearType effect to the fonts displayed on screen, in order to improve the appearance of text on certain types of computer display screens, especially LCD flat-panel monitors. As ClearType text actually sacrifices color or chrominance details aspect of image quality for light and dark or luminance detail, some people may not like the blurry font style in ClearType. Here’s a easy way to disable or turn off ClearType in Windows Vista.

1. Right click on any blank spot of desktop, and then select Personalize on pop-up context menu.
2. Select Window Color and Appearance.
3. Click on “Open classic appearance properties for more color options” link located at the bottom of the page.
4. Click on the Effects button.
5. Do one of the following:

Uncheck (untick) the “Use the following method to smooth edges of screen fonts” box.

or

Select “Standard” to replace ClearType in the drop down list under the above title.
6. Click OK, then click Apply, and finally finish with clicking OK again.

To enable or turn on ClearType effect again, simply reverse the setting in the Effects step.

If you are using internet explorer go to tools-->internet options----->general
On this page Look for "History" and make "0" (zero) Days to keep pages in memory; also click "clear history". All the search history will be erased.
Always remember to click ----clear history--- before you exit internet explorer.

How is a flashlight both luminous and nonluminous at the same time?

At first light it DOES sound a bit confusing.
First, the definition of the term 'NON-LUMINOUS'; 'Not capable of PRODUCING light but can be capable of REFLECTING light from another source'.
For instance, our MOON is NON-LUMINOUS as it REFLECTS light from the Sun. The SUN is LUMINOUS as it produces light that is REFLECTED off the surface of the moon. And so, LUMINOUS means capable of PRODUCING light.
Now closely examine your flashlight.
The BATTERIES produce electrical energy which is transferred to the BULB which emits light, thus LUMINOUS. The tiny little BULB emits quite a lot of light for its small size. However, the bulb is contained within a concave silvered cone which REFLECTS,(NON-LUMINOUS) gathers and channels the emitted light from the BULB (LUMINOUS) into a BEAM which ILLUMINATES whatever you are pointing the flashlight at.
Our cameras would be just paperweights if there were no NON-LUMINOUS surfaces for the light to REFLECT off of, back into the camera lens, onto the 'plate' thus etching the image. For example, take a photograph in the dark without the flash and what do you get. No LUMINOUS, no NON-LUMINOUS.
And so there we have LUMINOUS and NON-LUMINOUS, ILLUMINATING our lives. Enjoy! :)
