Battery not charging
Well depending on how long you've had your camera you may need to go out and buy a new battery or go out get a contact pen. This pen allows you to clean the contacts on the battery. You can get it at any Radioshack. If you charge it and still doesn't work then you'll have to buy a new battery or if you're feeling really brave a new camera. Those are my suggestions.

Camera Flash is not working
This kind of error requires a professional assistance. Please contact your nearest Authorized Sony Service for price estimate. The best possibble option for you is if this error is because of poor soldering/contact.
Otherwise replacement of complete board SY-123 is too expensive.

Sony Cybershot only works when plugged in
If there's no evident corrosion on the battery contacts, and your camera can't draw current from the batteries, I dont think there's anything you can do but sending it for repair.
Try finding a repair shop that can handle it, because i think this might be a relatively easy fix, and sony will charge you an arm and a leg for it. Sorry I can't be of more help.

Lens is stuck out
The price for the optical (lens) unit for my account is about 100 Euro. If you contact the nearest Authorized Sony Service I am sure that your camera will get the best service available. Please ask for the price estimate.

Something can be wrong with the housing - switching part or the micro switch inside the camera. Anyway best solution is to contact the nearest Authorized Sony Service.

Lens not opening when turning on....
there is a friction in the cover movement, due to some sand or foregion partical. blowing a heavy puff of air, by blower may solve the problem.
Sony DSC-P200 file name
I don't understand the question.
If you want to know if the file name can be imbedded into the photo and will show as part of the photo, the answer is no.
If you want to know if the file name is included in the EXIF information that is part of the photo, the answer is no. Some camera manufacturers include the file name in the EXIF, Sony does not.
