The industry standard is to lightly seat the air screw and the throttle screw then open each of them one and one half turns.

The float in the carb may be broken or the fuel metering needle may by stuck open. Either will cause the bike to flood. Remove the carburetor bowl & check them both. 1 or both will fix the problem.
