Power cycle the television by removing the mains plug and waiting 5 minutes before powering back up. It you use cable or satellite, do the same with those. If it still does it, there is an internal board or component failure.

On the top of the t.v. itself, hold down the Volume+ (up) and the Menu button down at the same time. This will turn off the "power lock." This is also how you turn on the "power lock." (Though I can't think of a reason anyone would ever want to do this.)
Also the problem ca be from factory defect in the if and video section of the tv only the manufacturer could remedy that.take it to a tech so that the video board and the IF board be replaced

Using the remote control hand unit that came with the TV turn on TV. Then go to the set up menu. Locate the entry for Front Panel Lock (FPL) and select no. Once you have done that exit the set up menu then on the same remote push the "input" button while watching the screen. Push button once wait a few seconds for a picture to appear, if not then push the button again, continue until you have selected the input that provides a picture. Right now you are in the Front inputs you should look for Video 1 or 2.
