Fuses, definitely if there's no interior lights and no lighter, hopefully your fuse panel has a diagram and you can just look at where the fuse is for those areas pull it out and I can guarantee the little wire is melted (don't have a circuit tester so I shut off engine and yank em one by one)

2001 Montero Sport cigarette lighter interior light will not turn off

No its not normal and yes that could drain the battery.
I would think the light around the ignition key lock would be on too.
Probably a courtesy light problem - there is a timer somewhere that turns those lights off after you close the doors.
If it is just the light for the lighter you could cut that wire.

My check engine light stays on all the time and my interior lights and lighter don't work

It sounds like you have several different things going on.

For the interrior lights, are you sure that you don't have the interrior light switch on the map lamp assembly turned to the OFF position?

For the cigarette lighter I would unplug whatever it is that has been plugged into the cigarette lighter recently and check the 20 Amp fuse in the Central Junction Box located under the left side of the dash. It is marked "CIGAR"

For the check engine light, you will just have to scan your Powertrain Control Module for fault codes to find out the nature of the problem. Then you must diagnose the system that is failing before any repairs can be made.

Multi faceted electrical gremlin... Headlights (almost) constantly on. Once you turn the on they don't turn off, sometimes after disconnecting the battery they will turn off but not usually. Also, dome...

I love gremlins. ok first thing first. the headlights, you will see a fuse box in the engine compartment near the battery. remove the cover and you will find fuses and relays. if there is no label showing you which is which (look under the lid you just took off), feel them. the one very very hot is the one that controls the headlights (if they are stuck on a the time you do that.) replace that. it should sort out your headlight issue and possibly the interior lights.
now on to the interior lights. you haven't mentioned a blown fuse, i presume you did check them. same thing. check all the relays for one that is very hot, your door would be open anyways so the interior lights will be on at the time. replace that relay.
as a side note the headlight issue could be caused by the daytime running light module often bolted right to the firewall.
Those would be a good start and hopefully slay the gremlins

I bought a 1996 jeep grand cherokee and the interior lights dont work...I was wondering if something other than a fuse could be wrong?

Wiggle the drivers door, jam switch
It gets rusty and you get no ground when you open door
Pass side work?
May have to replace one or both
Both work separately

Does the light switch turn them on?

Interior lights won't come on when the doors are open.

there is a timer on the interior lights to turn off after 20 minutes.
one of your door switches are bad,and it tells the computer that a door is open and the lights are turned off, that makes sense.
a way to test this is to undo the battery for a minute. then see if the interior lights come on. one of the door switches is bad

Interior light or cigarette lighter not working, have checked fuse box but does not show for cigarette lighter or interior lighting (2003 Nissan Almera 1.5S)

That's where a $5.00, 12 volt test light comes in handy. All you have to do then is touch tip on ends of fuses to see if they are good or not. No pulling fuses and no head scratching wondering which one it might be. If you have power on one side, but not the other, you found the blown fuse. It certainly is not uncommon to find the bad fuse, labeled wrong, or added in with something else that makes no sense at all.

Interior light and diagnostic plug doesn't work

The data link gets it's power from fuse no. 3(20 amp) in the interior fuse panel, which also is the power for cig. lighter. This fuse gets it's power from fuse no. 103 in the battery junction box (50 amp).

For the interior lights the door adjar switches in the door send a signal to the GEM module. It then grounds the coil side of the interior lamp relay. The switch on the dash that you turn on manually also grounds the coil side of the interior lamp relay so that would mean that everyrhing after the GEM is ok.Are the lights not turning on from any door including the deck lid? If not then problem would have to be in the GEM module.
