Hey David. The relay your looking for i think is called the flasher relay and its located under the dash to the left of the steering column. You should also have another fuse panel near that. The flasher will be the biggest relay on the that board. Squared and long. This is what it looks like in my '98 Grand Caravan and should be the same in your Voyager.
Turn signal flasher also lights the indicator. When you engage the hazards you switch out the T/S flasher which is then replaced by the hazard flasher. Then that flasher operates the indicators.

check your fuse box for blown fuses, if thats not the problem....you have electrical issues with your whole dashboard---the dealer has to check that in detail.
Not sure I have understood the problem. Please confirm if this is correct.
1. the indicator lights on your dashboard do not come on (green lights). Are you saying the green left and right arrow lights do not turn on when you turn the indicator lever up or down. Do you see the outside orange lights flashing?
2. central locking is not working
3. the ABS and Airbag lights on dashoard are on
4. what happens to the fan. This is no clear either.
I have a ford ka 2006 and there is an intermittant fault with the dashboard lights coming on / off i have undone the steering wheel cowl and checked the plug onto the indicator stalk and this did not fix it also checked and played with indicator / light stalk still no good just comes on / off at any time any ideas?
they have a sensor on the trans for the gear selector is the unit putting itself in limp mode check connecions at trans computer also try erasing by disconnecting the battery and resetting
