We replaced the fuel pump, fuel filter, fuel regulator and spark plugs the vehicle turns over but wont start.
Did you try starter fluid?
Testimonial: "the starter fluid was also replaced."
no no! starter fluid is a spray that is used to introduce fuel to the engine, a short squirt into the carb or throttle body (not before the air filter) will prove if you are missing fuel. it will shortly start and then cutout as it runs out of fuel. if so you are missing injector actuation, fuel pump pressure, something along that line, if ti dosen't start you may be missing spark. or mis wired the spark plug order.
this is his wife, i wrote the last message. But yes they did that and it just wont start. but i will let him know about the rest of it.

SOURCE: Car turns over wants to start but won't defin not starter
if your car has problems starting then gas shouldnt be the problem.. maybe an alternater or starter ignition

THE FUEL PUMP IS BAD.
if your losing fuel pressure after the pump runs the drain back valve in the pump has failed.
and i doubt that you are seeing enough fuel pressure to run a vortec engine.
low fuel pressure equals a non running vortec

on a lot of ford products there is a switch that goes from the fuel pump to the inside of one of the bedsides.
what this is, is a shock switch that turns the fuel pump off if it absorbs a hit.
its a really dumb safety feature but its effective.
there is a red button on it that u have to press to make it active again.
sometimes they just trip for no reason.
