Power windows not working and car will not start checked fuses and relays they were fine

I suspect you have a bad ground connection. It could be at the battery, at the engine, or elsewhere. You are correct, you should not read 12v on both sides of the fuel pump. One side should be at chassis/ground.

There is a Power Window Relay labeled P/W Relay. Located under the hood, bottom right hand corner of the relay / fuse block. There is a 50A fuse feeding the PW relay. After the relay there are individual fuses for each window.

Loss of ground from the Drivers Door window switch bank could also disable the windows. The window switch should ground by your left foot, under the plastic somewhere.

Look for a broken wire in the driver door jamb harness.

I assume everything else works so start with the schematics and determine which fuse(s) and circuit(s) these power windows are on. Find the fuses. If these are OK, check wires for shorts, breaks and/or loose connections. If they are OK, check power window switches, then you'll probably have to deal with the window motors and connections.

I would check the power window relay in the relay/fuse block in the engine compartment behind the battery. Once you find the relay, swap it with another of the same size and color. Just make sure that it's a relay for a system that isn't important like the windshield wipers. The relay/fuse block cover will have labels for all the fuses and relays printed either on the top of the cover or on the inside. This test will rule out the relay and is the most likely cause since none of the windows work. If this doesn't work, then check for power at each window with a non-powered test light. If you have power at each switch and motor when the switches are depressed in either direction and still nothing works, you will need to check for high resistance in the ground circuits and motors themselves with a Digital Volt/Ohm meter. Power window usually don't have a fuse but an automatically resetting breaker. If all four windows stopped working at the same time check the body control module that is what manages the power windows. Good luck.

checking fuses is always a good way to start and the cheapest. the switch could be dirty for instance if someone had spilled a coke on it in the past. it could also be the drive motor for the window. since all the others are working this could be a possiblity.

Many power window systems have relays in addition to fuses look for and check the relay Good Luck!
