If it is faulty, yes. Does the temp gauge show the engine is warming up to normal temp ? Is the radiator full of coolant ? Are the heater hoses getting hot ? It could also be a faulty blend door under the dash. The blend doors direct air thru the heater core and the vents.
have you changed height or angle of the blade resulting in reduced airflow into the radiator lately???try different angles and blade heights for more air flow
it sounds like the thermistat was instald back words. are thare is a air bubble thare try berping the sistem the hights heater hose if that dos not help check thermistat once in a blue moon thay do fail
if the heater hoses are hot the only thing it could be is a blend door, if you can hear the door moving its not closing all the way, those are made of plastic and are common to brake at the actuator you will hear the actuator work but it will only partially close and open the door
radiator full? Thermistat stuck open. extremely cold and too much air flow on radiator.?Does it over heat at all? Back flush heater core and radiator and replace fluids, block off part of radiator in extreme cold areas. Check controls to be sure they are opening and closing correctly
