You assume correct. The control board switches the direction, but if there's a mechanical problem like a bad start capacitor, then it won't run

My kelvinator KD12MM1 dishwasher bottom swing arm do not swing and the top sprayer does not spray, althoug water does go in and drains out. It goes through the cycle but no wash. Please help.
The pump may not be putting out enough water to turn the arms. Either the intake is partially plugged, or the pump motor is failing.
