Download the Facebook app to your iPhone. Login to your Facebook account on your iPhone with the SAME email address and password as you use on your iPad. You will have your same Facebook account in both places.
Is your iPad connected to the Internet?
Have you updated your iPad with latest updates (check this out from settings and see if you have any updates waiting to be downloaded)
Have you checked to see if your ipad requires any updates. Sometimes these need to be updated and this may solve the issue. If this is not the case I am afraid I cannot help.
iTunes works well with only one iOS device
connected. So, iTunes can't help in this case. It is unable to transfer notes
between two iOS devices with iTunes.
But you can find another professional tool to
transfer data between iOS devices freely, such as Leawo iTransfer.
this sounds like your windows laptop is not compatible with an apple wifi connection, i've heard of this happening before, you may need to find another wifi connection for that laptop
