The top oven is over-heating with no change in temp display. A red-hot heating element on the left side of the oven (facing it) shows through the floor of the oven.

Electrolux oven gets hot then switches off

I understand that your Electrolux oven will shut off once it becomes hot and you have recently changed the thermocouple. This sounds like a possible issue with your thermostat or control panel. If there is a slight miscommunication within your oven you may be able to perform a reset which will help clear any miscommunication. The bottom oven in my Electrolux EOD33002 does not get quite as hot as it should.

it doesnt have anything to do with keeping heat away. yes you need it to hold it in plave, you can get that tape from lowes and homedepot. same thing they use on duct work

If your ELECTROLUXfan oven is getting warm but takes a very long time to cook or is burning thefood more on one side than the other, then you need to check if your oven fan motor isworking you will see the blade turning fast if it is ok. if the element isheating but the fan motor is notblowing the heat into the oven then you need To replace the oven fan motor is alittle more expensive and a bit more involved.
2 . If you have the opposite problem i.e. your ovenis over heating and burning everything then you will need to replace your ELECTROLUXoven thermostat
3. A quite common and easily overlooked answer isif your ELECTROLUX oven is not working at all i.e. noheat and no fan then the chances are that someone has put the oven timer into AUTOmode, simply put oven back to MANUAL mode and all should be working again.

Oven switches itself off when temp is above 150deg, all lights and fan go off, when oven cools it restarts

I would suspect that the external cooing fan is not working, thus causing the oven to overheat and the safety thermostat to operate cutting the oven off.
You will find the fan located at the rear of the oven or at the top front under the oven outer casing, if it is built in, you will have to remove the oven from the housing.
