The flash is automatic when the camera senses low light while in the full automatic mode and many of the preset modes. If you want full control over the flash and the "look" of the pictures you need to move into the "creative zones" Unlike the little icons these will be marked with "M" for Manual, "AV" for Aperture Value, "TV" for Time Value or "P" for program. you are most likely shooting in full auto which is a little green rectangular box.

Shadows on the bottom of close up photos

Use natural light or a ring flash. An onboard or mounted flash will alway produce a short distance shadow.

I take photos with the color pix s210 outside with natural light and the photos come out good, but when I am inside using artificial light the photos come out fuzzy. Is there a setting I can use to correct...

in darker settings your chip will imitate a slower film speed.  The aperture will remain open longer (than it would in bright light) to allow enough light in to the light sensitive chip.  Small movements of your subjects would show as fuzziness.  If you change your setting to sports or action setting the speed will be faster and there will be no blurring.  Then you will have a light issue so use a flash.

Over exposure photos

Try change the exposure of the camera: start the camera, set the dial to 'I' (automatic iso), then press the 'up' menu near the display until 'exposure' settings appear. move the slider to the left/right, according to your preference.
I reccomend using the automatic iso for taking pictures, it automatically adjust exposure.

Suddenly I get circles of light on peoples glasses

The circle of light is almost certainly a reflection from either the flash, a lamp, the sun, or some other source of light since it only occurs with glasses. Try to eliminate possible sources for the reflected light. If you find that the flash is causing the problem, then the camera should be set to eliminate the flash going off. You can do that by selecting "no flash" if there is enough natural light. You many need to use the largest aperture and a tripod because low light will require long exposures, and any shaking will blur the photo.

Canon Powershot SLR takes fuzzy photos

Guys,
you need additional flash or brighter light to click in low lighting condition. In order to compensate for low light conditions, the shutter goes slow and therefore you get fuzzy pictures.

Another way is to click on movie(video) mode and then atleast you can see them moving around as well as while editing, you could take out some pictures from the video( though on lmuch ower resolution).
