I have a laptop hp compaq presario v2000

My laptop is equipped with bluetooth but i do not know how to enable it or make it work with my cell phone, can someone show me the steps to take or do i need to purchase something for this matter?

I have a compaq presario v2000 it turns on but the screen is just black and as if the screen is not even on how do i fix it .
