Problem is in either power supply or - my bet - the Y-Sustain board.
The Y-Sustain is a relatively large board out of which go connections to the side of the display; it's therefore closer to either the left or the right side of the display, has at least one rather large heat sink on it and fat power cables connecting it to the main power supply.
Often there are fuses on that board - one or more. Check those.
if they are blown you can try to replace them, but expect them to blow again - usually the whole board needs to be replaced.
often that *needs* to be done in a service center as there are some adjustments to be made after replacement; don't know about this particular TV model, but it's a common thing for the plasma TVs

If the menus are clear then the color decoder (the part that decodes the NTSC signal in the RGB signals needed for the video final) has died. Since this decoder is part of a larger circuit, it will have to be replaced in full .
This circuit has 64 tightly packed pins and it's in a very crowded part of the mainboard - replacing it will require a a lot of soldering expertise - this is definitely not a job for an amateur, you better call a pro. Luckily the circuit itself is quite cheap (around $15) so the entire job will be in reasonable limits - around $120.

31 GT660 TV (1999) HAS CLEAR SOUND AND CLEAR MENUS, BUT DOES NOT HAVE A PICTURE ADJUSTING THE COLOR, TINT, BRIGHTNESS AND SHARPNESS DID NOT MAKE ANY DIFFERENCE.
