Gateway netbook LT2802u. I want to use the built in camera - webcam - manually. It works on Skype - I can take pictures to post for my profile and it works as a webcam. Also I can find the webcam in device...

Your web cam works with software. Any video chat programs or web programs will allow your camera to function. Like Yahoo, MSN, Google, Skype, ooVoo... So you would need a installed a computer program that would give you more control. Check with the manufacturer to see what they have that would give you this kind of control. logitech.com if it's a logitech CAM. If the software isn't compatible with the version of windows.. Then the CAM would only work with web based programs (Skype, ooVoo, yahoo......)

On web cam people can see me but I can't see them its saying not connected

it's not your CAMERA it works they see you, it's THEIR camera that isn't working. Have them go to Tools/Options/Video Settings and change it there. If they have a web cam connected to a laptop it's probably trying to use the laptop's built in camera, and if the lid is down you see squat. They'll likely have to go back and reset every time they reconnect the camera because Skype looses track of it and falls back to the default.

HP web cam software doesn't see built in camera

It might be a good idea to download the latest software for your Camera as it is never up to date when you purchase Webcams. Always get the latest software drivers/programs for new hardware.
Before you load up the new driver check for any special instructions that came with the cam as you may need to uninstall the old software first. Sounds like it's corrupted anyway. Good luck
